Please forgive if I am wrong, but it seems that Bentham's panoptic was
something material, I mean, made of rough materials like stones and,
although it had a clear ideological purpose embedded, it was far from
an image like this:

If you mean an ideological/conceptual structure, maybe. But Panopticum
had a central point of view and control and meant to be controlled
without being sure if you are under surveillance. Nobody would doubt
it concerning Google, I think...
